The Canada Infrastructure Bank, which is at the centre of the BC Ferries controversy, is projected to fall $20 billion short of its investment targets, according to the Office of the Parliamentary Budget Officer. The Crown corporation is on track to hand out only $14.9 billion by 2027-28, considerably lower than its $35 billion aim.
