Kamloops council to review proposal for 59 unit mixed-use project on Tranquille

During this week’s regular meeting, Kamloops council will be considering a development permit application for a six-storey mixed-use building on Tranquille Road.

According to the report prepared by staff, the building would include 59 residential units.

The developer, Arpa Investments, says there would be 16 studio units, 35 one bedroom units and eight two bedroom units.

In addition to private balconies, there would be a common amenity deck located on the third floor.

Arpa is also proposing 1,650 square metres of commercial space, which would be located on the first and second floors.

“Key features of site design include a sidewalk bulb-out at the intersection of Tranquille Road and Clapperton Road; a landscaped, pedestrian oriented plaza at the front of the building; and a restaurant patio facing Clapperton Road,” states the staff report.

The property at 320 Tranquille Rd. consists of four separate parcels which will be combined into a single lot.

The developer will be providing 126 parking spaces, which is 33 more than required by the city. More than 70 indoor bike spaces will be provided with six spots available outside.

All those parking spaces would be provided in a four level parkade at the rear of the property.

“The application meets the intent of the Multi-Family Residential Development Permit Area Guidelines and North Shore Development Permit Area Guidelines in terms of site design, built form, and landscape design,” adds the report.

There is a variance to reduce the minimum setback between the building and the adjacent seniors’ apartment property at 375 Cherry Avenue from six metres to three. However, staff are supportive of the “minor” variance.

According to the report, the development would be exempt from 100% of the municipal portion of property taxes on the new improvement for a period of 10 years. The North Shore Revitalization Tax Exemption Bylaw encourages these types of developments in core neighbourhoods.

Kamloops City Council will review this proposal on Tuesday at 1:30 pm.

Approval will depend on the developer submitting a landscape security for $191,250.
