Nearly 80 unit apartment building proposed for empty lot in Juniper Ridge

Kamloops council will have a couple of housing developments to consider during this week’s meeting.

A proposal for a 78 unit apartment building in Juniper Ridge is one of those developments headed to council chambers on Tuesday.

The developer, Richard Hunter Architect Inc., is planning their project for an undeveloped lot on the corner of Qu’Appelle Boulevard and Galore Crescent.

City staff say the surrounding neighbourhood consists of single-family and multifamily residential buildings with a “significant” park and open space to the north.

The four-storey building would be strata-titled with 14 one-bedrooms, 56 two-bedrooms and eight three-bedroom units.

“The owner is proposing to construct a four-storey … apartment building on this vacant lot, with the two sides of the building linked by an amenity space and parkade access, giving the appearance of two buildings from the street, and each side having 39 units,” states the staff report.

Outdoor amenity spaces include a rooftop deck, a walking path, and gathering areas, and an indoor gym is provided for residents’ use.

In addition, the developer is proposing 130 parking spaces, however, this is one less than the required amount.

A cash-in-lieu payment of $6,000 the city’s Public Transportation and Pedestrian Upgrade Reserve Fund will be required “to facilitate” the development in accordance to the city’s zoning regulations.

The parking would be located at the rear of the property due to the grade change at the rear of the property and to allow circulation.

This would require variances to permit parking within the required street yard and to reduce the minimum distance for a parking area from a municipal road from one metre to zero metres.

Staff are supportive of the variance because they say “significant” landscaping is proposed to provide a buffer and appealing street appearance.

The city will require a landscaping security payment of $124,603.

This proposal will be presented to Kamloops City Council on March 28.
