A former member of Engineers and Geoscientists BC (EGBC), who was a senior dam safety engineer with BC Hydro, agreed not to reapply after admitting to unprofessional conduct and breaking the code of ethics.
In a July 11 consent order, Peter Charles Gaffran also agreed to pay a $15,000 penalty and $12,000 toward legal costs.
As such, the matter will not go to hearing.
Gaffran resigned his registration in June 2022. More than two years later, in October 2024, EGBC issued the citation against Gaffran.
The 1993-registered Gaffran admits that, between June 2020 and February 2021, “he engaged in conduct toward a junior colleague that was inappropriate, including initiating communications and physical contact of a sexual nature.”
Gaffran confessed to kissing and making sexual advances during a work trip, inviting the junior colleague to share a hotel room overnight, driving by her home, and sending texts, emails and calling to express his feelings, “after he was directed not to contact her by their employer.”
The consent order was agreed July 11 with a three-member, EGBC discipline resolution panel.
